Patch 7.3.223
Problem:    MingW cross compilation doesn't work with tiny features.
Solution:   Move acp_to_enc(), enc_to_utf16() and utf16_to_enc() outside of
            "#ifdef CLIPBOARD".  Fix typo in makefile.
