tetex doesn't seem to actually be necessary to build quagga and I cannot
see any meaningful difference in building the RPM with it and without it.

Removing it helps with compatibility with EPEL-7.

You can compare build logs from EPEL-7 and Fedora 27 where the former builds without tetex and the latter builds with it if you wish.
