Tighten -devel subpackage deps
    
    Use the _isa macro to make sure -devel pulls in the right multilib
    libcroco subpackage. While at that, also drop manual glib2-devel and
    libxml2-devel requires from -devel as they are automatically generated
    with pkgconfig dep extractor these days.
