Additional adjustments for upstream integration effort
    
    - Add uptream bug URL for Patch3 per fedora package guidelines
    - Add downstream bug URL for Patch21 and Patch26 as no upstream bugs are filed
    - Remove unused patches rendered obsolete by rebase
    - Not all patches have been matched to bug fixes
    - TODO: Request patch authors to finish matching of patches to closed bugs they fix
    - as they are the ones best qualified to do such effort
