Fix jersey FTBFS by:

  1. Migrating away from felix OSGi
  2. Flipping `jp_minimal flag. NOTE: This does not add/remove any new rpms. It just omits tests and testing framework

1. I am currently working to fix jackson-jaxrs-providers
2. docker-client-java is already broken
