Rebase to upstream release 0.9.6
    
    Pick changes from master:
    - New upstream release. With an official tarball this time.
    - Dropped icecream-fix-createenv-when-ldconfig-fails.patch
      It was never accepted upstream and it is not necessary with working ldconfig.
    - Refreshed icecream-rename-scheduler.patch
    
    But preserve the usage fedora-user-mgmt in the f13 branch, I don't want
    to change that part within a release.
