Backport RFKILL related fixes to Fedora 26
    
    As Fedora 26 contains all the required fixes throughout the stack to
    handle KEY_RFKILL evdev events we can backport the related RFKILL fixes
    in gnome-settings-daemon.
    This re-enables airplane mode handling in GNOME again which was disabled
    in 3.24.2.
