Add back glibc-minimal-langpack
    
    Turns out to do a local build of a Flatpak in mock, the runtime needs
    to have everything that mock installs to initialize the installroot -
    in particular glibc-minimal-langpack. flatpak-module-tools can be
    fixed to change the mock chroot_setup_command, but for now, just add
    it back.
