Merge in fedora-desktop-repos
    
    fedora-desktop-repos was meant to be a general repository for information
    and tools for handling desktop-repos, but with the modularity rework,
    it ended up as pretty much just scripts for maintaining the flatpak-runtime
    modulemd. So rebasing all the commits on top of this repo.
