Add a flatpak-repo.service
    
    This is a bit of a hack-around for: https://github.com/flatpak/flatpak/issues/113
    
    The unit works, but in order for it to be enabled by default (which is necessary
    for it to really be useful) we'd have to do a presets change. That will have to
    be done separately.
