Changes to the java policy module
    
    Ported from Fedora with changes
    Use type attribute to write efficient policy
    Use role attributes
    Allow callers of the java_role and java_role_template to manage and
    relabel java_tmp_t and java_tmpfs_t content
    Remove some rules that i am not confident about
    Might want to make some rules conditional (sending messages to syslog is
    one example)
