Initial dnssectrigger policy module
    
    Dnssec trigger probes for DNSSEC capable servers and instructs
    a validator on localhost to use that. If it fails, the user can opt to
    go insecure.
    
    Ported from Fedora with small changes
    
    Left out some network rules because dnssec port is currently labeled
    with a generic port type
    
    Added a support for optional log file
    Created a config file type for config file for dnssectrigger_admin()
    Created a init script file type fot dnssectrigger_admin()
    
    We probably still need to work on support for dnssec triggerd keygen and
    others
