Changes to the slocate policy module and relevant dependencies
    
    Deprecate locate_log_t, there is no file context spec and system
    cronjobs can create log files with the cron log type
    
    Cron module clean up:
    
    Removed some rules that are now handled by respective cron system
    entries like shutdown and mandb
