Initial svnserve policy module
    
    svnserve allows access to Subversion repositories using the svn network
    protocol. It can both run as a standalone server process, or it can run
    out of inetd.
    
    (svn inetd selinux policy support not yet implemented)
    
    Ported from Fedora with some changes
    
    Left out networking since svn port is not declared yet and because
    Fedora commented it out
