Initial slpd policy module
    
    The OpenSLP project is an effort to develop an open-source
    implementation of the IETF Service Location Protocol suitable for
    commercial and non-commercial application.
    
    Merged from Fedora with some small changes
    
    Some of the networking rules are left out because it seems too coarse.
    documentation suggests that slpd uses port 427
