Remove redundant net_bind_service capabilities in various modules
    
    net_bind_service is already included with corenet tcp/udp bind
    "reserved" port interface calls
    
    The following policy modules have net_bind_service capability but do not
    actually bind tcp/udp sockets to reserved ports (they should be
    reviewed):
    
    canna, userhelper, clockspeed, remotelogin, bluetooth, ifplugd,
    authbind, cron, pegagus, lpd, portslave
