Changes to the apache policy module
    
    There is a separate boolean for memcached network connect
    
    Do not audit attempts by httpd helper to communicate with user terminals
    if httpd_tty_comm is disabled
    
    Make httpd_config_t a configfile type
    
    Clean up httpd php and suexec networking
    
    Make http_exec_tmp apply to http php
    
    Bind, send and receive generic nodes by default
    Use generic interfaces by default
    Send and receive generic ports by default
