Changes to the ftp module
    
    Ported from Fedora with changes
    
    Removed rules to allow ftpd_t to create content in /tmp with ftpd_tmp_t
    type as this should not be needed. Instead make sure that ftpd_t can
    create content on behalf of users in /tmp with the user_tmp_t
    conditionally.
